About Procurement

The Procurement Department is responsible for the procurement of all commodities, services, professional services, real property, construction, and any other goods or services for the JTA. The department is supported by professional staff that follow established policies and procedures based on city, state, and federal regulations and guidelines.

Request for Bid (RFB): a solicitation, including all documents utilized for the solicitation, by JTA for goods or services where the award, if any, is to be made to the lowest responsible and responsive respondent.

Request for Proposal (RFP): a solicitation in which JTA describes its needs in terms of performance standards or criteria for one or more elements of the solicitation and respondents are requested to provide (in addition to price or economic consideration, if applicable) descriptions and specifications of the goods and services which meet or exceed the criteria or standards specified or identifies a problem to be addressed by respondents.

Sole Source (SS): the only existing source of an item which meets the needs of the User Department as determined by a reasonably thorough analysis of the marketplace.

Disadvantaged Business Enterprise (DBE)

The JTA Procurement Department works closely with the DBE program. DBE’s should register with the DBE Office. Any DBE related inquiries should be directed to DBE1@jtafla.com.

Selling To JTA

We have a Supplier Workshop every other month where we provide information regarding doing business with the JTA. All suppliers are welcome to attend. They are held at 121 Forsyth Street, Suite 200, Jacksonville, FL 32202. All Workshops are at 2:00 PM and the schedule for 2017 is as follows:

May 16, 2017         November 14, 2017

Purchases of $35,000 and above are subject to a formal procurement process. Depending on the scope of work or specifications, the JTA utilizes a RFB or RFP process.

Procurements Less than or Equal to $35,000 (Contact buyers@jtafla.com)
Most goods and services which the JTA procures are obtained through competitive bidding. JTA may solicit either verbal or written quotes, depending upon the items’ dollar value.

If you would like to have your requested packages sent to you by any other means, simply e-mail your request to JTA Procurement at procurement@jtafla.com and provide us your account information and we will forward the appropriate documents to you.
